PPV Bidding Question

New to PPV in general and haven't found this info anywhere...
if Joe bids 0.20 on the url example.c*m
and Shelly bids .01 on example.c*m/free-stuff
which persons ad would be shown first if Mr. Visitor visits example.c*m/free-stuff

which persons ad would be shown first if Mr. Visitor visits example.c*m/free-stuff

then joes would be shown first.
first priotity has the basic url, then the suburls and folders.
shelly would still get traffic but less then joe.
