I'm quite knowledgeable when it comes to using the Facebook Ads platform so it's always my preferable PPC choice, but I was always wondering if it is allowed to promote CPA offers directly through the ads

If it isn't, can you please direct me to a good thread / course on how to use Facebook / Facebook Ads to promote CPA offers? I tried looking around but I couldn't find something worth reading.

Also, I have an account with Adscend Media, but do they accept Facebook traffic?

No it's not... But you can make a FB page and place the offer there...

Yes, it is possible, but you have to use Landing Page. Sometimes FB Ads approve event direct offers but that is a rare case.
