I have a domain with ~10k U.S. visitors a day can I just forward that traffic to amazon or is that against their TOS?

I Don't think that is against any of there term it is still legitimate traffic

I do not think you can do that..

They will only pay if a customer clicks on you site to get on theirs

you dumping them traffic will set off a red flag...
