As someone who works for a TV station and spends way to many hours looking for this kind of thing (not that I want to... it's part of my job) I'll throw my two cents in.
If we find our video on You Tube we normally just make a claim against it for ownership and then our ads get slapped on it. However, if it is edited in ANY form we file DMCA. If we find it on a website (not you tube embedded) without permission its an automatic DMCA.
As I stated, I don't necessarily agree with what we do, but it is standard procedure with most American TV stations. If your client is a legitimate business, I doubt they will want to deal with the hassle of being slapped with a DMCA (and also the secondary effect of never being requested to help on a Call to Action or the like again).
If the station continues to refuse to provide you with an authorized clip, the safest thing to do is to link to the video on the TV station's website or post a brief text summary or press release of your client's good deed.
