i've had better luck with elance and odesk for designers personally. (odesk mainly). If you search well and invite quality applicants, you will be able to hire someone for a great price.

Freelancer is also littered with excess fees, so odesk and elance (more odesk) is easier to use and deal with in my opinion.

Don't count out something as trivial as craigslist on this, its a gold mine for talent and starving artists do incredible work for alot cheaper then someone who is already busy...

If you choose to opt for contests with guaranteed winner, then it is!

But then, you can go to any freelance site, and there will be a designs section.
