Scam is an art, so let me give you a few straight on-topic points:
1. Target scammers; target illicit, deceptive, low-value, but don't scam people who never did bad to anyone. If you're going to be the bad one for them, be their karma
2. Scapegoat yourself into legitimacy. Quickest way is to blame other service providers, so you should always present yourself as a business manager, not as the actual service provider
3. Bring in at least a few real customers; otherwise nobody will recommend you and if they will, they'll tell their friends that you're crap
4. Prepare to deal with unforeseen consequences
