Help - I can't change my Fan Page profile picture

I can't change the profile picture on a Fan Page I've set up. When i either click 'Change Picture' or 'Edit Page' - I click through to the usual Edit Page settings but under the 'Manage Permissions' list on left I do not have the 'Profile Picture' option... any thoughts on how I rectify this?
