Yeah but that could end up with a lot of overlap too. i'm sure the guy probably wants the 10 mil to be from all unique sites.

I would say just start Googling. Get a list of companys/people who do backlinking. Try and get about 12 mil because you're obviously gonna get overlap. whats his budget? pm me if you want some help

Let scapebox run for a month and scrape for a lot of broad keywords :-)
