Email Marketting Against Terms..

first off sorry if wrong section.

i would like to know if sending promotional email ( offering service ) via hotmail violates their terms? Im only sending email to potential ccustomers via local listing websites, i get their email and send them a email ? Is that wrong or not ?

I dont care about getting caught i just want to know if hotmail doesnt approve of the way im reaching clients
