hey dev_masta: there are two ways for you
a) you have to look for a network which provides content locker by itself: for example *******, leadbolt (tho i wouldn't recommend both of them, i just named them as an example) => whitehat
b) you make your own contentlocker with normal first page submit offers (greyhat or blackhat, depends on whether the offer is allowed to be incentivized or not)
and guys you should be cautious coz providing blackhat leads only will result in a ban ..coz...-yeah u guys know it already- the leads won't convert for the advertiser!

Well its content locker and the offers are incentivized. Some network don't even care. Plus i doubt there won't be too much difference other than some more complaints.

Might be a silly question but what place do you use for video uploads? Also how do you content lock a video?

Get traffic from Youtube then have a video on your blog.
I usually content lock the whole blog so they need to fill in the offer before hand. Works great for Music and movies

You can use PPC to kick start the main fan page , Then you can post the other fan pages on the main facebook page so they will get liked

As said above by Charlie3, the traffic generation is the hardest part.
I would say : Facebook pages, Youtube comments, YouTube video(s), YouTube videos replies, manual comments on related websites, replies to Tweets, ...
