Conversion is governed by what you are promoting, how you are promoting it, and the quality of the traffic you are bringing. For cheap traffic that can be targeted, have you looked at Adwords Content Network? You can get the traffic for about 5cents a click.

.015 now or you can use their run of the network which is $3.00 per 1,000 US hits only but I did that and got 0% conversion after a couple thousand hits, but it's probably just me

what about banner ads networks that trafic tactics speaks about

Don't pay any pennies to Adwords, dont forget that most of the google users are looking for information there, not to buy something you try to market! Do your homework and get the clicks/leads elsewhere!
