A while back, there was someone on ebay selling "interstitial" traffic. That is just traffic that involves a page that is not a pop-up but a transitional ad.
I bought 10,000,000 of these interstitial ads for around 1200 bux. I sent all of this traffic to my website that had adsense, with a the biggest adsense box, dead smack in the middle to attract "undue" attention to the ads.

I made aprox 2981.99 from adsense, now imagine if i had other offers on my page....This will not get your account banned, i have used this method for over 2 years now.

Imagine if i clicked some of those ads myself....

This system is extremely scalable and I was going to keep it to myself but I figured if I share a way that I know actually works, I hope someone else will share too.

I know you said that you bought this traffic from ebay, but who was the company that delivered the traffic? Are they still selling the traffic?

the cost of that traffic breaks down to $0.00012 an ad. $1,200.00 is a lot money for untargeted traffic. do they have a much smaller plan?

wouldn't that be some kind of arbitrage ?

I'd never use this with AdSense myself, but love them for affiliate offerings if you can match what you display on the ad page to the general traffic you'll be getting.

For example, I've made a sweet pile with an adware/spyware software displaying it to traffic on a site that helps Wind0ws users.

Conversion rates are very low, but the ads are usually cheap enough to still make them worth it. You just have to find good deals on the displays, match your offering to what their audience might be interested in and then monitor closely because lots of sellers try to cheat on the displays.

Adbrite and Bidvertiser is still an option but they don't serve too many ads

I would think as long as there was content on the page and didn't violate any of the TOS it would be fine.

Here is a screen shot from my google account. I took this screenshot tonight, you can see the black hatworld tab.share it with someone. You won't get banned, i didn't and my site didn't even have really good content, just the 468 by 460 or whatever and some text, like 20 lines in paragraph format.

$1,200.00 is a lot of money to shell out. I'd be interested if they have smaller plan.

Do you have anyone you would recommend to buy interstitial ads from? Do you have targeted ads or just something that can get you high paying keywords? Do you know what types of sites you are targeting?

What was your ctr? I too may be interested in trying this on a smaller scale.
