Just a note of something I do and thought I would contribute. I searched for it but if it is already posted please add the link here as well.
I use these for a mixture of Tier 1, 2, 3 links. I treat like an article submission. There are great guides on how to write them.
LET ME NOTE! The Press Releases that you buy are better and get you a lot better syndication across channels!

This will give you the best ones depending on what you are doing.
I also use prlog dot org.
I write 3-4 releases and roll them out on a 2-3 week schedule. I then take the links it gives me and the first half I ping and the others I don't.
Thought it would help get you some links or traffic depending on how well you do.
Make sure you write a great article - 14-22 bucks is what I normally spend on all 4.
