Each account must be activated with a Credit Card

And Once used, it cant be used on other accounts again!

I think we can use our paypal id instead of CC, But I am not sure what will happen if we create several paypal accounts (deposited 1-2 $) & several FB accounts to use FB coupons for our add campaigns.

if you have some vouchers you can make a new account in FB and load the voucher without paypal or CC. Add the funding sources before you create the campaign. You can have several FB accounts like that, although its against their TOS
