If you're referring to Jr VIP status it requires 100 quality posts + a yearly donation of $97.

Donor status and Jr VIP are 2 different things.
Jr. VIP Membership
If you have been a member of the forum for at least 60 days, and have made at least 100 posts, your $97 donation will promote you to a Jr. VIP membership, which allows you to access the hidden Jr. VIP forums.
Premium Membership
Donations to BlackHatWorld will be used to support the forums costs such as hosting, software updates and adding new features to the forum. As a reward for your donation you'll receive a LARGER PM box (Over 500 PM Capacity), the ability to use links in your signature (for advertising), and a Donor icon next to your username (The Ultimate Status Symbol!) Not trying to ruffle any feathers, but I'm pretty sure there is emphasis on quality. But seeing how you have been here for over a year there has to be a vbulletin based glitch.

Selecting Jr VIP Membership on the donate page and paying $97 will give you access to the Jr VIP forums. Your previous donation of $97 got you the Premium membership which is the pink username, larger PM box capacity, and the ability to use links in your signature.

Fair enough. I don't think I had the option to select jr VIP when I donated. I guess I'll just have to wait until Friday to pay.
Is it all it's hyped up to be?

As far as I know the option to buy Jr VIP doesn't display until you meet the post requirements. You should be all set now.

That is true. I am not at 100 posts yet and when I go to the payment page it does not display a payment option for Jr. VIP. It also says:
"Please note that this payment is NOT for Jr. VIP status. It may take up to 7 days for your payment to be processed!"
on the donation payment option.

Yeah there is definitely an emphasis on quality.
Useless posts are discouraged and post inflation is directly addressed in the TOS. But as far as the upgrade to Jr.VIP is concerned the quality requirement in the "100 quality posts" simply means posts made in the forums that increase your post count.
In other words, whatever the post count in the postbit says you have is what the system uses to determine you're eligibility.

Good for you Duckless for paying attention. The point of Premium membership is for people that want to get a few additional benefits (larger PM box and approved links in signature) without waiting to be eligible for Jr.VIP. But the cost of that choice is an additional payment. One for the Premium membership, and then when you're eligible another for the Jr.VIP membership.
If you can get by without links in your signature for a bit, you're planning to join Jr.VIP, and you expect to make 100 posts by the time you reach 60 days, then it make sense to wait till then before making the donation.
For a lot of people though it's worth paying for the Premium membership (especially if they don't plan to make enough posts for awhile to be eligible for Jr.VIP) because they want to have those signature links.
It looks like marusia is one of those members. She's been on the forum for a year, but just now finally made it to 100 posts. But because she paid for the Premium membership, she's been able to use that banner ad in her signature file. Now that she's finally reached the eligibility requirements, she sounds to be fine with making an additional payment. She just wanted to know what's up and what she needs to do.

One other thing that you might want to double check marusia, is your subscriptions in paypal. You're original Premium membership payment probably set itself up as a recurring payment. If you don't cancel that then paypal will make an automatic payment one year from when you made the first payment.
If you make a new payment now for Jr.VIP then a new subscription will be set up, so you need to go into your paypal account and cancel the first subscription if there is one.
You might find that the Premium subscription didn't get set for automatic renewal, but it's a good idea to check your PayPal account just to be sure. (Actually it's a good idea to check your subscriptions on paypal every now and then anyway. I learned that the hard way myself. lol)
