Link Harvester webmaster tool not working!

Well I was just checking webmaster tools and I see this error

Fatal error:  require_once() [function.require]: Failed opening required 'nusoap.php' (include_path='.:/usr/lib/php:/usr/local/lib/php') in /public_html/tools/link-harvester/class_gamy.php on line 3
