I agree with you that the red is the color with highest luminance and blue the lowest but don't forget that in the visible spectrum, black and white aren't present and that's the reason for not considering black and white as a colors since black is the lack of colors and white transmit all colors, so in white you'll have blue, yellow, ..., and
RED, all colors basically! So, the energy of white is greater than the red and the black.
I've you've just read what I've said and understood it, you'll laugh since I'm arguing against what I've said before but that's just to complete the pseudo "explanation" of frequency.
But that's not the problem here, today on the web the majority is white or at least is created around light colors. During the navigation on the web, you see a lot of white pages. The problem is when you see a black one, your eye will have to do a lot more work to focus and will get tired a lot faster and that's not good for our eyes.
And yes, it doesn't hurt to ask, and of course, it would not hurt to have since only the people who wanted it would activate it.
I know that my English isn't the better around here and it's normal. I'm sorry about that but I always try to express myself the best way I can even if I have a huge lack of vocabulary.
