I would go for it!
However, you don't need to have the restriction to certain number of members! Because not so many people know about this forum yet! And you don't want so many people to know about this either!
I think $19.95 is a good price point! It is affordable to everyone in this forum! And it also depends on what you have to offer!
If you plan to offer something exclusive, you should charge more for that! Or as you add more and more benefits to the membership along the line, you should increase its price accordingly! Let's say, for now, you start it with what our members voted for! That is $19.95 as 80% of us vote for this!
Then for those who join late or really late whereby the vault value of the membership is getting a lot higher, you should consider charge more at that point. But make sure to keep the price of those who join earlier the same! Thus, this will keep them subscribe for loooog loooog time! That is how you retain your members!
The value of what your membership has to offer is really important! Please make sure it is somewhat unique and exclusive!
I don't think you will have any hard time to get at least 300 to 500 paying members at the start of your membership should the price is at what they are asking for!
Anyway, I am In!
That is 1 member you have already! Plus several more on the post above. I don't count it! But I know at least you have about 20 right now!
So what are you waiting for Admin? Go for it!

The more members the more the tools are used and the more often they have to be updated. Also, the more members the more chances that things will leak and then the tools are useless.
A higher price will limit the number of people, as will being picky about who is allowed to join. A combination of the two, a mid range price to cover profit for the programmer/tech support on it, and being choosy is probably the best.

There already is a VIP, it has 19 people in it. And hes saying the main forum will stay the same and will go on like normal, its basically an addition

I was about to agree with my good friend Nicho but then I re-read Dave's post. It sounds like what Dave is proposing ALREADY agrees with what Nicho stated.
If I read Dave's post correctly (along with havok's summary above), the main forums will remain FREE and the PAID membership will only be for a special section with bonus tools, gurus, etc.
I am hoping that the VIP will remain by invitation only and the paid section will be completely separate, just to keep some dumbass with 5 posts from paying the fee and joining the VIP.
Overall...great idea. I will go vote now.

I agree to membership fee but should be reasonable and justifiable. Below are the two well-known SE story for ponder:
Hope BHW won't follow Yahoo's footprint/downfall.
Yahoo Model: Webmaster contribute yahoo with contents and still have to pay them $299 to get listed.
Hope BHW will follow Google's footprint/success.
Google Model: Develop and offer free webmaster tools. Listing (contents contribution) is free. That's the main reason Google on top of Yahoo.
