VCC/Paypal is not working for FB Advertising Accounts?

So I was just about to get my first fb pva acct. and noticed all these threads saying VCC is not working for FB anymore. Then they were saying paypal method is not working either or am I misunderstanding something? I just searched through 22 pages here on BHW in the facebook section. Can someone please explain this to me, maybe PM me because Facebook might be trolling the threads to figure out what methods blackhatters are using.

I just want to be able to make three accounts for to use for fb ads, not even trying to be greedy. If anybody can help me out let me know. Thanks

You might try a reloadable vcc such as sold by vcccheap, or a real physical card like greendot or rushcard (your data or a friend's ID data). Then when the physical card arrives in a real mailbox, link it to your Paypal, and use it for FB. If you need three cards, use three different cards (Ally, greendot, rushcard et al) to get one whose number FB will recognize.
