Why can only some old groups be migrated!!??

I have groups in the thousands of peoples that don't have the "upgrade group" link.. this means the group is just going to be archived and all members will be lost

Some of my smaller more active groups do have the "upgrade group" link.

does anyone know what makes facebook choose witch groups to allow to upgrade and witch not?

Does anyone know how to bypass archiving?
