Hi can anyone recommend a good dedicated bulletproof server that's really cheap and has a windows option?

Aren't most of / if not all your servers here in the US? I think I read something about this in the PPI forum.....

I have servers in US / China / Panama.

US servers are the best for seeding/torrent ppl.
