But how are you able to use the same bank account if your original PayPal account already has it?

yes it wont let you add a bank account into a paypal account if its already in use.

But why would you want 2 accounts if they are for legit purposes

I have two different paypal accounts, same names, same address, same phone number, same ip.
One personal, one business, it's perfectly acceptable by Paypal.

You can use the same information with no problems. I know people who link there paypal accounts because doing so removes limits on aged accounts.
