Yes it is possible to create another account using these

- new name (can be relative's, friend's or even fake)
- new home address (again can be as above's)
- new email address
- new paypal account (with fake details as well)
- new ip address(s)
- new windows user account
- new vcc

Do not use anything related to your old banned ebay account, because it will get the 2 accounts linked together which will cause your new account to be banned
