Hello you all.
Here is the scenario.
1. Buyer buys item in 100 dollar range. (value, 40 dollars)
2. Item sent non-tracked to buyer on the other side of the planet
3. Two days later. Buyer files non receipt of item dispute with Paypal.
My idea for solution:
I send an empty envelope with tracked mail today, and submit this tracking number to Paypal.
Desired outcome:
Buyer escalates this into claim. I win the claim since I have tracking number. Buyer can not post "significantly not as described" dispute since he already made a claim for the very same transaction.
Would it work?

You thick or just can't read? The buyer bought the item from me to be sent to the other side of the planet with standard mail. Two days after me sending it, buyer submits an "item not received dispute". How do you make that out to me trying to scam the buyer? Jeez.

I don't know. I am not sure if Paypal will require the full receipt. Maybe only the tracking number. The tracking page says nothing about the weight. On the other hand, the product only weights like 300 grams. I can send a box with just some gravel in it. Or 300 grams of faeces wrapped in plastic 
As for date, I am still good. Buyer bought the item on the 17th. I sent it on the 20th.

Not if you freeze some water the right weight in a sealed plastic bag.
Take package to post office frozen, arrives at buyers nice and wet.

Oh, pardon me there. I got you wrong. I read it as you want to scam the buyer by sending no product but only the empty envelop.

I did this once with a guy who was notorious for doing INR claims. Beware if they paid with a credit card. PayPal always sides with the bank if they do a chargeback, doesn't matter if you have a tracking number or not.
I would chalk it off as a loss and move to shinier coins.

So in your specific case the buyer had paid with a credit card and you lost?

Paypal will see the dates don't coincide on the the tracking number and limit your
account for fraud.
They don't just look at the number you know.

Why would not the dates coincide on the tracking number? Buyer bought the item on the 17th. It would still be fully acceptable if I sent the package today, the 22nd.

Because they would've filed a dispute before you send the second package.
If you even intend to send the first.
It appears to me you intend to commit fraud.
Paypal are not stupid they have seen every trick in the book before.

Scan the RECEIPT from post office; even with no tracking - and send it to Paypal.
If you paid money, you have receipt. Use that.
Or write a personal check to buyer, scan and send it to Paypal - then send it; take photos of you putting it in envelope etc, and tell paypal you can provide proof of refund.
Personal check overseas will require 2 week collection period - let buyer RECEIVE check, then you call bank and ask them to do a stop.
Been there, done that - always works.
