Requirments: no new accounts, you must have made it past the first 90 days as a seller. Why? Because many times paypal will limit your account as a new seller if you suddenly change or have an upsurge in sales. This payment hold will last up to 21 days depending on wether you get feedback and who knows what else. I went through it myself, and sometimes I got the money as soon as pos fdbk was left, and sometimes I didn't. But after 35 days, as long as stats are good, as in my case they lifted my hold.
