You will probably find they did no make a mistake when they limited your account, because they often do that for no reason at all. The same thing happened to me.

If you feel it's an honest mistake, why don't you just call them and explain the situation.

What was the limitation?

I've had several types of accounts:

Accounts where I did Shady things, and accounts where I did nothing shady.

In my experience, only accounts that did shady things were suspended -or- goods accounts that I accidentally linked to shady accounts were suspended. And eBay would clearly tell me why, like "Your account is linked to XXXX account which is currently suspended" etc.

You can't email them. They shut down their chat service and they only want you to call them. I know it sucks, but it's the only way.

This is the message, i opened 2 account and after i opened after 2 mounth more 2 account on one paypal.
when i start to sell small and cheap items from 0.01$ (no brands) , they suspended 1 account.
and the second account they limit becouse the first account the suspended.
i try to explain them that i want to work very good and Succeed on eBay ,

Listen, what you need to do is change your ip and cache when creating a new account. Once you do that, log your info. Make a new account and leave it. Don't sell anything on there for a while. What I do is every once in a while, I create a new eBay account (you can do this from a library), and then you save all the info of that account and keep it away. What is your purpose of an ebay account? to make 1 cent sales or something else?

by the sounds of it, you linked a new account to a suspended account & hence got that new account suspended in the process as well.
