Accounts keep getting limited. Why?

Hi, I have used all the advice everyone has given when making stealth accounts but I keep getting limited every time I try to buy postage through ebay my paypal account gets limited. I must be tripping something in the system. Anybody ran across this and a way around it?

i do not like ebay. I do not like paypal. i wish there were alternatives.
