or delete one letter from your last name & first name, that also works sometimes

if you use any of the combinations above, you can create many accounts, since there are many combinations with the name, address, email, credit card variables

sorry i want a sellers account so i would need a Bank account right :S not just my paypal with a CC

Why don't you try contacting them to re-enable your account?
Worked for me.
