Is goog.le an EMD for google ? and if not, is goog.le an EMD for goog?
It is fairly a great question.
However, no the TLD doesn't give any semantic value, as Google is after it to locate the domain (.usfor instance)

Well the TLD has a very low value in terms of rankings actually.
There is an infinite debate about it especially with .info and .net /.com
However, i can safely say that a .in will have less chances to rank well in google.us or google.co.uk even though you can find some oddities.

That's pretty interesting stuff. I wonder if it will change once all the new extensions are introduced. I bet it will.
The TLD extension doesn't make a name and EMD and it doesn't add in terms of search engine's rankings, but if you have a name hack that is "catchy" or "clever", it can help in terms of the public remembering your site's name. And a well-optimized site can rank in goog in spite of it's TLD.
