CPA CPA is an acronym for Cost per Action and refers to "ads" that are sold on the basis that money is only given when a certain action occurs because of the ad. A CPA ad could be one in which a publisher gets paid for people that click thru an ad and sign up for a newsletter or enter a contest or fill out a form for more information on a product. Many consider direct sales or Cost Per Sale ads, and CPC ads to also be a form of CPA. But CPA usually refers to being paid for leads, sign ups, and so on.

When an offer allows email promotion, Who exactly can/can't you send them to?

You cant spam random people. So google searching a random list of 10million emails is unadvisable and illegal. Plus its a waste of time if its not targetting.

You are allowed to use optin emails. meaning they want to get emails from you. an example is when you sign up for free things lets say xbox updates. There isa good 80% chance that your email is harvested as a xbox email. So when they want to sell xbox products they choose your email. Since you Opted In for xbox newletters. Just read the small fine print when you signup for anything.

Plus optin is more targetting since they originally signuped for a product

if you post a banner then thats fine. Since its thier problem they clicked the ad in the first place. but in my experince if im on a site why click on a ad?
