It's normally just done on directory listings, i think the C=S:O=A means:

Content = Size
Order = Ascending

For example go to this URL:

Code:

http://maven.seasar.org/maven2-snapshot/

Then hover or click on the Name, Last Modified, Size or Description links and it will order it and produce the URL's.

Also sometimes domain parking produce similar URL's.
