I personally use GoTryThis Blackhat version. Not sure how this compares to the rest but it has some pretty cool tracking features and allows me to drop several cookies with any link I cloak. Also allows rotating of affiliate links if you want to test different aff programs with same traffic.

Im not sure if you are talking about cloaking from within webpages but if your looking to cloak aff. links I gave up on tinyurl but I recomend

They are small a small name and their toolbar is great you dont even have to go to their webpage just put a link in the toolbar and it spits out your new link.

My software will do that, plus you can stuff your affiliate cookie to your visitor. It will also let you redirect to alternate pages too, like the payment page.
It's called AmazingCloaker, but it's not a free app.
