What is clocking and what kind of programs will help with it?

Cloaking is a SEO (Search Engine Optimization) technique. Basicly it's about presenting the crawler of search engines a different website than normal users.

Example :
Crawler visits your site. For the crawler everything looks legit and professional. But if a human visits your site the site is complete different.

Cloaking is serving one thing to the search engine spiders and another to your human visitors. For example, the spider sees a highly SEO'd page with content galore and the visitor sees a squeeze page, or CPA landing page. Many fortunes were made with this method back in the day, but it is more difficult to do now. Google catches on pretty quickly now, but it is still possible to get away with it. Bumbersoft had a Wordpress Cloaker or wP Cloaker, but I don't know if they still support it (update the bots and user agents file). I still have some cloaked pages ranked with it though.

Cloking is one of type of CPA offer.

wpCloaker and BumbleSoft's WordpressCloaker are different scripts. I market wpCloaker so I'll admit up front that I am biased.

If you are good with php, build it yourself.
I build myself a very easy script.
The only thing it needs to do is comparing ip adresses and the referer, and than do what you want it to do next.

Clocking can also refer to the method of using a drill (or some other tool) to reverse the amount of mileage on a car :-)
