I am in need of static IPs in my target cities. I could use dial-up to get new IPs but it's a joke with how slow it is. I also don't want to use crappy proxy services as I'm sure their IPs are probably blacklisted by everyone and their grandma so please don't talk about Tor, etc..

What's the best approach to have around 10 static IPs from a target city sitting available for weeks so I can connect from my hometown PC? And what software should I use?

Buy a proxy service with geoip db? It sounds like you're up to no good though.
