I came across this blue affiliate bar on the top of this webpage, I approached the website about getting a copy but neither money or goodwill would see them share it..

Ok silly question, why don't you just take the code and modify it for your own use? It's sitting there for anyone who has the ability to copy and paste.

yes, thanks, I had got there, I then realized it was a "frame" which I cannot use with my affiliate website..

I can fix it, but it scrolls up with the page, I cannot get it to "hover" at the top as the page scrolls given my affiliates are taken to the website after their affil link converts to my dot.com..

ah well, cannot have it all but it is a start..
