If you're talking about email spam then I'd say CB would take a dim view of that because US anti-spam laws can get pretty vicious. Other types of spam (SE spam), CB doesn't really seem to care.
You might get away with banning your "affiliates" but if CB deems your product to be "high risk" then they can start withholding a greater and greater amount of your revenue (the "return allowance").
