I want to make a website where I offer SEO services to some US city targeted clients like SEO Chicago or something like that.

For that do I have to register an off shore LCC company or is it enough that I have paypal account to get paid to? Is this even legal for an non US resident to have such business online?

Is there any WSO on how to manage such business, please share I will appreciate it, thanks

Think you should be concerned about what your local government says about the income. If you are not a US citizen and not living in the US I don't believe the IRS could care less as long as they are legit business transactions.
