I have purchased some articles from a seller and now his account is limited and he wants me to open a dispute, so that I can get the money back and pay him in other account.

My question is will it work if I dispute a transaction and ask seller to refund when seller's account is limited?

Yes it would.

If my memory serves me right, Refunds can be done on a limited account even without disputes. But I may be wrong.

But I am sure, with disputes, you can get the money back even if its limited.

But the seller is saying that he is not allowed to issue a refund, he even sent me the screenshot that PayPal is not allowing him to refund and I have to file a dispute.

i was limited once and i was able to issue refunds (you need a positive balance of course), maybe in some cases you cannot do that and it may depend on the reason of the limitation

Yeah, it will work, PAyPal will hold the funds some some days until the dispute is closed and you will be refunded.
