Best in the world for VCCs hands down (at least for someone in the US) is the Advance America Prepaid Netspend Card (see http://www.advanceamericacard.com). Once your account is open, you have a virtual checking account (for ACH deposits/PayPal use), and you can generate as many virtual cards as you want, on demand, for no cost. You just go into their web interface, click "Generate Virtual Card" and you get the details. You can shut down your virutal cards at any time too, which is huge. I can't recommend them highly enough.

You can just use Paypal.com, and use the plugin feature. The billing addy becomes anything you want it to be . It will generate you a mastercard in seconds!!!!

does anyone have first hand experience with Neteller or Entropay? are the virtual credit cards adequate for completing CPA offers and trials? Are each of the virtual cards I would generate tied to my own name, etc, or are they generic? I'm kind of new to VCCs. Any help is appreciated.

My recommended virtual account and debit card is Upside Card, which comes with a MetaBank (deposit only) bank account. You can effectively write checks from the account now as well (they mail them out for you).

Had them almost two years now and haven't had an issue. In the same time I've lost several hundy to traditional bank fees. Now I stick with them.

Wouldn't a ssn be required to activate such debit card? i have one from netspend like that, but couldnt use it coz they want me to put in a ssn, which i dont wanna do anyways

Most are likely to not function with Paypal, at least in combination with given countries.

Depends on country of (account) origin. It's possible to set up a VBA in the US.

Practical Example: I was going to use my cc to purchase domain and offshore hosting, but I don't want to use easily traceable. I was thinking to register vcc at entropay and pay with that. But I understood that I must use my real cc for that... Now - how is my data secure with entropay? Will they give my data to "them" in case of legal actions or similar? I'm not from USA, but I'm concerned about revealing my data almost publicly?

Here's a simple trick I use that might help some people...
I have one particular credit card that *will not* let me pay at the pump at gas stations, and which does not allow me to withdraw cash advances. This is a pain in the ass, and you might be able to do this with a VCC that is restricted to only making online purchases.

I set up ridiculously fake downloadable products on e-junkie.com at several different price points ($25, 50, 100, 300) and have not publicized them to anyone. When I want to use that %$#@! credit card to buy gas or to give myself a cash advance I simply buy one of my fake ejunkie products online using that card. Ejunkie takes a cut and immediately deposits the money to my paypal account. Then I access the money through my paypal debit card. I'm sure that you can do this with any account tied to a debit card (not just paypal) but I am not sure the balances would be available immediately like they are with Paypal.

Summary:
(1) setup e-junkie.com account and preload it with downloadable products at different price points.
(2) setup an account with a debit card
(3) use vcc or restricted cc to purchase your own e-junkie products online in order to transfer the money from the restricted cards to your debit card account
(4) Spend the money offline.
* Optional: Set up a private URL / web page with all of the fake product links so that you can go to that site whenever you want to transfer money like this. It's faster than using e-junkie itself.

not if you register a corp in delaware through an offshore service. get US bank account + LLC + anonymous for around $500 or just figure out how to do it yourself lot's of info around on how to incorporate in delaware which is still a tax haven.

there are also tons of US bank resellers around but I don't know what the fees are but it is possible to open with only ID scan + utility bill scan even if you're a foreigner.

As far I know the Good Virtual CC's are actually tied to its originating country for a lower declined status ratio.

I know some VCC's have not country ties at all. but we should keep in mind that the wider the VVC options, the harder it is for Any payment processors to get a charge on them.
Ex:
Let's say I want to buy at Dell Store it is very unlikely that my VCC will get approved but if I want to buy some handicrafts from a local store I could make it.

Conclusion: It is all about 2 Key factors:
1) The Information provided by the Issuing Bank to the company handling the charge.
2) If charges are being declined, it is because of the Internal regulations Set by CC processing company (EX:2CO) Some of these wont allow any kind of VCC's at all due to a higher risk of fraud, See why GayPal is learning the hard way.
