1- update as often as you can your blog many messages as often as you can?
2- let people put comments as often as they want like 10-100 or more per day?

the short and proper answer that would fit SEO in 2013 would be like this:

Forget about SEO, think and link like blogger!

By that I mean live person without any SEO/IM knowledge.

Proven to be invaluable method on private blog networks, so will work on any other site.

Ok, now in a words that you will probably understand:
1. go easy, blogging/updating blog (manually) is not a duty, it is more of a calling - got something to say, blog it. Even if its just 50 words. You DON'T have to do it every day.... just when you are in that "mood"...

2. you are probably getting tons of spam contents - you can turn them into a social proof for your blog by editing out the URL's, slight changes in emails and names and you have all the sexy ladies commenting on your posts.... which will be completely legit since spammers used different proxies/IP addresses.

If you want to choose one out of the above two, I would say (1) is my pick. The more updates is your blog ...the more visits you will start seeing from google and other S.E's ...and that would naturally lead to commenting thing..

Up the content, its the single most valuable thing you can do
