It depends a lot on what country/language you're outsourcing whether it will be cheap. I outsourced a number of Japanese articles using oDesk but it was not very cheap.

I will second that, Im looking for somebody for constant work with health niche. I already check some people at elance but for 400/500 words article they wanna charge $100-250 and thats too much. Im not saying their job is not worth it - it just over my budget. I ordered some articles from people here, like $4-6 per 500 words, they are readable but all together - they are crap and wont encourage my visitors to visit again. Anyway if there is somebody willing for articles writing (300-500words) with keywords and are ENJOYABLE and good to read - PM me

Fiverr, elance and odesk will be the best place to start I think. But the problem is that I won;t be able to check these writings because I don't know these languages at all So proofreading or google translate would be the best option
