I am looking for a WordPress theme with a two-row nav bar such as this site. http://www.marketmotive.com/plans-certification-master.

How do I search for such a theme?

Im not sure what it is called, but the odds are a theme will not be named off that.

If I have time I will do some searching latter and try to code it out.

That's just a two-level horizontal menu.

If the options appear as you mouse over the first level item, that's a dropline.

Grab the uber menu plugin - you can make your own menu if the theme has limited support. Anywayz good WP themes will include support for built in WP menus. The site you used as an example has a fixed second level menu. Many themes will support this but then again you should choose a theme for its other features and add the uber menu or other plugins if needed. This can be easily added in the code also.
