Hy my web host doesn't support sql database. Can I host my database anywhere else & connect to my website? Can u please tell me good free sql web hosting services?

I doubt you'll find a free webhost that will allow remote connections to their mysql service. Get an account from gatorhost, it's like 5$/month...

I also have cheap webhosting with sql and remote sql/cpanel/perl/ruby packages, also recently installed SOAPLite plugin for PHP5 for http webservices.

If you are referring to MSSQL, yes you can connect to a remote server using the IP. I am not sure about SQL only hosts though, try google.

Technically you could connect remotely.
But for performance issue, why would you?
Your best bet is to move onto a different web hosting cie and access it locally.
