yes you can create adult blog on blogger. i have one adult blog on blogger. but they put some warning page before you can access your blog, and thats makes it hard to index by search engine.

There are times that a blogger blog has been deleted because of adult images, especially if someone flags ur blog.

However as u said that you do not intend to place porn content and images it should be fine.

At the same time, you can prevent the warning page (or delay it from happening) by putting a disclaimer in your blog description (under your title) that warns under 18s to stay away. This way you get some lead time to get your blog indexed.

Never and i really mean never use pics or vids with penetration of oral sex, use teasers of hot naked girls or girls partly dressed and have that picture linked to a gallery or picture or video, i know for a fact that blogger is very fast in deleting hardcore porn blogs.

And i know that some of you guys maybe have hardcore blogger blogs and doing well, it is a matter of time before the big G comes along and delete it, trust me i have had tons and tons of hardcore blogger blogs, i have now 2 left
