Yep, it was present even back in Win Vista.
Moreover, you can use even your name instead of GodMode.
It's just an "all tasks" page used to show the search results. When you search for something in Control Panel, this all tasks page is searched for it. This is also accessible through RUN or Win Explorer with this command:
