Contact a layer? If the contract is not with someone in the same country, your real options are quite limited I 'm afraid.
Unless you are willing to go to the trouble of suing, I don't think you can do anything. If your contract says that disputes are resolvable in your country courts, maybe it 's worth it - consult a layer. If not, I don't suppose it 's worth you paying a lawyer in another country and traveling back and forth.
In my opinion, your only real option is to use any leverage you might have to settle this with your client. Otherwise you may want to scare him with an out of court notice (an official way to notify him you 'll sue him unless... - don't know the proper English term), but it 's not hard for him to call the bluff.
Contracts are just papers in the international field - not really enforceable. That 's why you need to work with milestones in the future. This way, if things go south, your loses will be low.
