Are Google attempting to make webspam illegal?

With the recent Penguin updates, I'm starting to wonder if Google are playing a 'larger' game than may at first be apparent. They have been trying to combat webspam for years now without any success. It would seem that Governments however, really don't care about webspam (they do care about e-mail spam however). But perhaps governments don't care about webspam because it is just an inconvenience, it doesn't harm anyone...

...but what if, "something" changed that re-ordered how websites rank in a popular search engine. What if that change meant that webspam could potentially harm business websites...

If such a situation arose, and became a large problem could we see legislation introduced that attempts to make spam illegal?

It would be almost impossible to regulate because people could just deny all knowledge of the webspam. EG, say a competitor did it to damage rankings etc.

So I'm saying no.
