I had recently been interested in DoS programs and I download the "Low Orbit Ion Cannon".
Is this program safe to use? As I have seen many mixed reviews on it. If any of you know about it or have used it I would appreciate your advice!

I've used it and all in all, seemed to work.
Although, a downer is that it is illegal in most parts of the world.

Why do you want to use it? It's pointless and will get yourself in trouble. Most large scale DoS attacks are from botnets.
