Perhaps an entirely new algorithm. I posted an article a while back on how Google patented an Algo on replicating the behavior of manual raters back in November '11. Maybe that's where they're going with this.

It's good to vent, but calling for him to be fired is a bit ridiculous. Always remember, Google does not give a shit about you, and thinks that this update was a success overall. They are all having parties over there at Google drinking margaritas and laughing at all these threads bitching about the update.
Once this all calms down, I think the people who stick around will actually find that this update has made it easier to rank in Google. You just have to change your mind set and your strategies. It's not hard and there is data to back it up now (look up microsite master's article).

Honestlly, i dont think Matt did this update, without GOOGLE BOSS'es, More than that, just think about, if before Penguin many BIg Companies Ranked NO1 their sites, means they never paid for Adwords
! Now, All CRAP is ranked NO1 and WELL Based sites are GONE = NEW Adwords Campaign and High results for Financial Quater for Google
im 100% sure this was the main Google IDEA, to FUCK everybody and to make them to Start a new Multibillions Campaigns 
BTW, we are spending time here, and talking about nothing, Google doesnt care about our feelings and our looses, they need to maintain their income, same as we want. THink about ! Will a Lawyer or BIG ATTORNEY COMPANY Start a new 6 figure Adwords Campaign if they was ranked NO 1 ?Of course NEVER, but after Penguin, who wants to make money, have to Deal with Google Adwords.

Google has a problematic business model:
- 1st if its results are not relevant people will leave
- 2nd marketers want to promote irrelevant results
While they in dilemma, I dont need to use Adwords in order to succeed. :-)

Looking at the SERPS, I think Matt works for Wikipedia, Amazon, Best Buy, Overstock, etc. That's about all I see in the SERPS for products I monitor. Services are also heavily dominated by corporate giants. Penguin will indeed go down in history as an algorithmic killer of small businesses. It's a shame so many small mom & pops got nuked in this update. Apparently their websites did not meet the quality bar set by corporate giants. 
Forget firing Matt Cutts. Let the FTC investigate Google and break up the company. What we see now is how a monopoly can shift an entire industry to give the upper hand to corporate behemoths while killing small businesses in the process. No single company should have the power to dramatically change a nearly $1 trillion year industry.
