What kind of script is used to do stuff like this.

When a user close a webpage, another webpage will appear and hopefully it's cookie based so it doesn't bother the same user.

Can you show us an example? Just post a link to a website you've seen this on and you will probably get an answer.

One example is the exit pop-up. Is this what you are talking about?
